Reportable Conduct and Thresholds: Distinguishing HR Matters from Reportable Conduct in Queensland

A practical Queensland-specific course for all staff and managers on identifying when an allegation crosses from an ordinary HR or workplace matter into reportable conduct under the Child Safe Organisations Act 2024.

This course equips Queensland organisations with the knowledge and practical skills to correctly classify allegations involving workers and children. Using the framework established by the Child Safe Organisations Act 2024 and overseen by the Queensland Family and Child Commission (QFCC), the course guides learners through the legal definition of reportable conduct, the categories of conduct that fall within scope, and the critical distinctions that separate a workplace performance or misconduct matter from a matter that must be notified to the regulator. The course is designed for two audiences working together. All staff members gain a foundational understanding of what reportable conduct means, why the threshold exists, and what they are expected to do when they observe or hear about a concern involving a child. Managers and entity heads receive intensive content on their specific legal obligations, including the three-business-day notification requirement, the duty to investigate, the application of procedural fairness, and the consequences of failing to notify or report. Practical scenarios drawn from school, care, sport, and community settings illustrate the concepts throughout. On completing the course, learners will be able to apply the correct threshold test when assessing an allegation, document their reasoning, make timely decisions about notification to the QFCC, and manage the intersection of reportable conduct investigations with parallel HR processes. The final assessment tests comprehension across all modules and supports organisations in demonstrating a culture of accountability and child safety.
